The Apple Activation Lock has been designed so that only the original iCloud owner is able to unlock the account using the right ID and password. If you ever lose your device or if it is stolen, Apple’s Activation Lock prevents other people from using your phone. There are countless second-hand iPhone devices on the market that are locked with the iCloud Activation Lock. If you can prove that the phone is indeed yours, then Apple will unlock iCloud for you. The iCloud Activation status can also be altered by third-party service providers.
